"Assign" team members to drafts

From a user:

• Use case: I would like to create a draft and then assign it to a writer as the primary.

• I'd like to change writers if I need to.

• I'd like to assign a writer, editor, and designer on the post.

• I'd like to prevent others from seeing the draft if they are not assigned on the post.
