Improve Plan sidebar defaults and Drafts filters for single social set users

For users with only one social set, opening Plan should default the sidebar into a useful Drafts-ready state instead of showing empty space that requires clicking into the social set first.

It would also be helpful to include the existing Drafts filter menu in the Plan sidebar, so users can filter drafts directly while planning.
